Governor’s Order Could Overrule Boston, Cambridge Construction Bans

Governor Charlie Baker’s emergency order regarding the shutdown of non-essential businesses in response to the global COVID-19 pandemic authorizes construction to continue throughout Massachusetts and appears to supersede the suspension orders in Cambridge and Boston.

The order, which went into effect today at noon and lasts until April 7, designates construction workers as one of the state’s “COVID-19 Essential Services” exempting them from closing their facilities and also from a rule prohibiting the gathering of more than 10 people. The list also includes inspectors, vendors, and workers involved in infrastructure and public works projects. Click here for a full list of businesses and organizations deemed essential. Essential businesses are encouraged to follow social distancing protocols.

The Governor’s order comes after the issuance of an order by Boston Mayor Marty Walsh, who announced a temporary pause in non-essential construction on March 17. Cambridge issued a similar order shortly thereafter. Both suspensions are in effect until further notice.

In a press conference Monday, following Baker’s announcement, Walsh said the pause on construction “still stands.” A possible clarification on the construction suspension orders could be forthcoming, according to reports.
